The Biden Administration purchased more vaccine doses, but has created a problem in that there is deficiency in trained personnel to administer the now available vaccine. Some states are adapting in potentially problematic or SIRVA inducing ways. The article linked above notes that vaccine administration efforts have now enlisted volunteers including retired healthcare workers and unlicensed students. Unfortunately, there is a systematic lapse in training in these volunteers that seems to have yet to be addressed.

The University of Southern California has volunteered its pharmacy students
for the vaccine administration effort. Unfortunately, the students may be ill-equipped to administer these vaccines due to deficient training. So far, at least one healthcare worker who received the vaccine by a pharmacy student experienced a SIRVA which debilitated his arm strength in the vaccinated arm.
